Yes I know it looks just like a blue and black version of his proposal outfit. It's the fanciest I got for him.
I'm guessing he's owner of Le Pub considering he decorated it with all of his trophies. Either that or the villagers love him so much they asked him to host his trophies where everyone can see them. I'll go with owner. And since Ursula lives in the sea, I'm sure she can get her hands on treasures. So they both have money therefore they both can have nice things.
